I was focusing on (and failed to mention in the post) the fact that the "law" in the movie prohibits use of magic in the presence of a Muggle except in cases of life-or-death self defense and that they were persecuting him for concocting a story about Dementors because Muggles can't see them.

But your point transcends that issue and pushes on to the greater good for magicians in general.  And it deserves considerable thought.

Plus, it bridges in Star Trek too, and that's never a bad thing. :)</description>

		<description>Sometimes the needs of the many outweigh the needs of the few... or the one. Keeping the existence of magic a secret from muggles might be deemed more important for the good of ALL magicians rather than the survival of an individual.</description>
